Minimal levels of mold

After professional cleaning with HEPA vacuums and smoke sponges, two sample items from an extremely large book collection affected by a mold outbreak showed residual levels of 14 and 9 CFU respectively. The collection, once cleaned, is to be transferred to a controlled environment facility where three items sampled randomly showed no fungal contamination at all.

I realize the sample numbers are tiny, but my questions are (1) whether it is considered possible to get to 0 CFU by such conventional methods; (2) if not, does that preclude introducing the collection into the facility? What, if any, might be considered an “acceptable” CFU count?
